The Convention of JAC was held 0n 28.07.2010 in Kerala at Regional Theatre Hall which can accomodate 3500 seats was full. Convention started at 11 A.M with selected activists from all parts of the State from all Unions Executive/Non Executive. Convention was inaugurated by Shri Abhimanyu,General Secretary BSNLEU, Shri T.V.Chandramohan EX MLA,& General Secretary INTUC, Mr A.N.Rajan, AITUC, Shri Thomas John K ,All India Preaident FNTO Shri Mathivanan, DGS, NFTE, Rajasekharan Nair, VP,AIBSNLEU, K .K. Grand gala welcome to newcomers and Haryana, Karnal Executive Meetings
K. Vallinayagam General Secretary, M. R. Vasist Patron and B .D. Sharma Publication Secretary attended and addressed welcome function and Haryana and Karnal extended executive committee meetings held together at Karnal on 28/7/2010. The meeting accorded a warm welcome to 200 new members joined FNTO from various unions and also reorganized the office bearers. Accordingly the vacancies are filled up and following are the chief executives:

RESOLUTIONS OF CENTRAL WORKING COMMITTEE
Our CWC was held on 24th and 25th July at Kolkota. Inaugural session was graced by S/Shri . Pradip Bhattacharya President INTUC West Bengal, Raman Pandey G.S INTUC W.B , C.Singh GS NFTE, A.K.Garg CGM and other leaders. After detailed discussions the CWC passed the following resolutions.
Resolutions/ Decisions:
1. NUBSNLW/FNTO will face 5th verification in its name, FNTO in alliance with like minded unions
2. CHQ will persuade NFTE to implement its agreement with FNTO (signed on 6/10/2008 ) i.e., to face
5th verification jointly in the name of FNTO
3. FNTO will negotiate with all other unions also to come under the banner of FNTO to face election
under a common minimum program (CMP)
4.CWC endorsed 7th Sept 2010 strike call given by INTUC and other trade union centres
5. CWC resolved to fight disinvestment and VRS with the guidance and cooperation of President INTUC.
CWC appreciated the formation of All India Pensioners Forum under the convenorship of Shri. D.D.Mistry and decided to strengthen FNTO women wing and contract labor organization CWC meeting was hosted by Kolkota Telephones and Sri. Alok Nandi Deputy General secretary delivered vote of thanks.

BWA meeting :

20.07.2010 : Meeting with Member(S) DOT :
K. Vallinayagam, General Secretary and B. D. Sharma Publication Secretary met Shri. S. C. Mishra, Member Services and discussed on various current topics of BSNL and workers. Member Services stated that both DOT and BSNL are taking various measures to maintain the profitability of the PSU and solicited the cooperation of all unions.

JAC meets CMD :
JAC leaders met Shri.Kuldeep Goyal, CMD and pursued 78.2% IDA merger for fixation benefits to executives and non-executives. CMD stated that the proposal will be placed before the next board meeting with justification. JAC also discussed various suggestions to improve the functioning of services. FNTO was represented by General Secretary in the meeting.

JAC – BSNL National Convention 19/7/2010
National convention held at Delhi today was a grand success that thousands of BSNL workers participated from Delhi, NCR and other states. General Secretaries of all BSNL unions/associations and leaders of various trade union centers participated and addressed the convention.
On behalf of INTUC Dr. Sanjeev Reddy, M.P, President INTUC addressed the convention and offered full cooperation for settlement of BSNL workers issues and also to defend the PSU from disinvestment, VRS etc. K. Vallinayagam G.S FNTO demanded that the govt. should compensate for rural connectivity as asked for by CMD BSNL to keep the company viable and to continue the social obligations.
S/Shri Vasudev Acharya, M. K. Pandhe, Dhar, O.P Gupta and other leaders also spoke on the occasion. Shri N. T. Sajwani presided over and V.A.N. Namboodiri convener read out the resolution to go on strike from Oct. 19 to 21 to settle the issues which was adopted by the convention.

15-7-2010 – Chennai FNTO celebrated ‘Karmavir’ Kamaraj Birth Day.
Chennai Telephones FNTO celebrated Kamaraj’s 108th Birth Day on 15-7-2010 at its Union Office, in which participated and addressed S/Shree G. Kalan, President Tamilnadu INTUC; Nagaraj , Organising Secretary INTUC; P. Andiappan AGS FNTO; Somasundaram, Trade Union Leader and others.
Praising the service of former CM, Kamaraj for the people of Tamilnadu, especially in educating the poor and the downtrodden and extending a corruption free regime, Shri K. Vallinayagam addressed the gathering and also spoke on the current topics of BSNL. Shri A. Subramaniam, Chief General Manager of Chennai Telephones inaugurated the Website of FNTO. Shri S. Lingamurthy CS, thanked all the participants and leaders.
17-7-2010 – Thiruvarur Conference.
K. Vallinayagam GS, D. Chandrasekaran CS, Congress and INTUC Leaders of Tamilnadu, GM, DGM’s , FA and other Officers of the Telecom District participated and addressed the open session of Tanjavur District FNTO Conference held at Thiruvarur on 17-7-2010.

13.07.2010 : Chitradurga District Conference.
The Chitradurga District conference of NUBSNL-FNTO was held at Rotaray Club Hall, Dwavangare on 11/07/10. Addressing the meeting Shri Thomas John K, President FNTO explain how the pay revision and the four promotion scheme is detrimental to the workers and appeal to the workers to throw away the BSNLEU in the coming membership verification.
He welcomed the experts from out side take over the BSNL top management to save this organization from further destruction. Mr. Jayantha M.K Circle Secretary Karnataka, and Senior departmental officers and trade union leaders addressed the meeting.

On 11th July Tamilnadu Circle Working Committee held at Paramakuddi, discussed mainly about our approach to the next verification to be presented in Central Working Committee at Kolkata. GS FNTO addressed the convention, cautioned JAC Leadership to be careful while placing the demands and announcing the agitations as the Government And Management are more tactical than ever in implementing their agenda. Other National Leaders Of the JAC Constituents also addressed the convention besides Central Union Leaders.
FALICITATONS TO SHRI GKP FORMER SECRETARY GENERAL FNPO AT CHENNAI:
K VALLINAYAGAM GS and S LINGAMURTHY JT GS attended the 81ST Birthday of Shri GK PADNABHAN former SG FNPO and greeted the veteran leader. GS FNTO received the first copy of the book written by GKP and released by SHRI SOMASUNDARAM. SHRI D THEAGARAJAN SG FNPO had organized the function well.
GS AND JGS FNTO also attended the felicitation meeting of DR. SUDARSAN NATCHIAPPAN RAJYA SABHA CONGRESS MP and greeted.

07.07.2010 Chennai Secretariat Meeting Resolution:
In the NFTE-FNTO meeting held at Delhi on 6-7-2010, responding to the above resolution, GS NFTE stated:
1. NFTE/BWA will strive for change in recognition rules / code of discipline so that each union can preserve its identity besides getting minimum trade union facilities. For this purpose as suggested by Shri. OP Gupta (NFTE)/ BWA will try to bring all unrecognized unions under one umbrella including BSNLMS to settle the outstanding and long pending staff issues of BSNL Workers which were not cared by the recognized union since long.
2. GS NFTE felt that the proposal of BWA/Three federations fighting next verification in the name of FNTO has to be placed before NFTE-CEC for consideration with all seriousness, and he assured to do the needful in this regard.
Apart from above, 78.2% IDA merger for fixation benefit, taking up certain cases with Govt./Ministry/DOT, were also discussed. The meeting was attended by K. Vallinayagam, GS FNTO, C. Singh, GS NFTE and Islam, President NFTE.
JAC Meeting: JAC met at 12 am on 6-7-2010 under the president ship of Shri Prahalad Rai (GS AIBSNLEA) discussed on the approach to 78.2% IDA issue with BSNL Management/the Committee. It also discussed elaborately about the conduct of Regional and National Convention. National Convention will be held at Delhi (Mavalankar Hall) on 19-7-2010. All Central Trade Union leaders will be invited to attend the convention.
Later in the evening JAC met the committee headed by Shri S.R. Kapoor (Executive Director Finance) and discussed on the modalities of implementing 78.2% IDA merger for fixation benefit as per the DPE Orders. JAC reiterated the order should be given effect to from 1-1-2007 without any dilution. In case Management keeps its finger crossed over the above issue, the JAC has no option but to go on direct action.

Payment of Composite Transfer Grant on revised pay in respect of all employees working in BSNL
Grant of Training Allowance on revised rate in respect of all employees working in BSNL.
Grant of Transport Allowance to the employees having official accommodation within one km of office or within a campus housing place of work and residence.
Admissibility of Hindi Personal Pay of passing the examination of Hindi Teaching Scheme in respect of all categories of employees working in BSNL
Encashment of HPL against shortfall in Earned Leave of 300 days on retirement in respect of Executives/Non-executives absorbed/directly recruited in BSNL.
Refund of Spectrum Charges:
FNTO appreciates the efforts taken by Thiru A. Raja Hon’ble MOC & IT for getting refund of spectrum charges by placing it before EGOM. The Telecom Commission Meeting today may discuss the restructuring, refund of spectrum charges, and other issues.
05.07.2010 : BWA Leaders (K. Vallinayagam, C. Singh & Islam) met Shri D. P. De G.M. Establishment, BSNL C.O. and urged him for early release of clarifications on N.E.P.P.
Wage Revision Arrears for retired employees: will be paid by he end of this month, it is learnt.
Regularization of Officiating JTO’s (TTA’S).:
Thiru A.Raja. Hon.MOC & IT, has expressed his inability to regularize the officiating JTO’S (TTA’S) as of now, because the matter is subjudice and linked with various court cases, including a contempt case. (MOC letter dtd. 8-6-2010 addressed to Congress MP Shri M.K. Raghavan of Calicut (Kerala).
However, FNTO assures the officiating JTO’S, the case will be pursued further. In the meanwhile we will try to get them the JTO scale.
Relaxation for JAO Part II Candidates: The case is under serious consideration in BSNL Corporate Office as FNTO has approached the management and the ministry through various channels.
04/07/2010 :Shradhanjali to late Jeevan Batham (CS FNTO MP): Shri K.Vallinayagam GS FNTO visited Bhopal (MP) on 03-07-2010 and accpmpanied with other FNTO leaders attended “Kiriya Ceremony” of Jeevan Batham at his residence and extended a word of sympathy and consolation to the bereaved family.
Latter the GS attended a meeting organized in the Central Telephone Exchange by Bhopal District Union under the presidentship of Shri S. Sukla, Circle President FNTO. Various District Secretaries and other office bearers paid homage and praised the leadership qualities of late Shri. Jeevan Batham. They also expressed their views to build our organization in MP and also on staff issues. Concluding address was delivered by GS FNTO touching various current topics.
In the evening a well organized condolence meeting attended by leaders of various shades, held at the Telephone Exchange Bhopal in which Shri K. Vallinayagam GS FNTO, Shri NT Sajwani, former SG NFTE, GM & DGM of Bhopal Telecom District and other leaders from various organization participated and paid their tributes to the memory of Shri Jeevan Batham, CS FNTO. Shri. S.N. Sharma Dist. Secretary FNTO Bhopal and his colleagues took much pain to organize the above meeting in an orderly manner, CHQ appreciates initiatives taken by them..

78.2% IDA merger for fixation benefits:
Q: It seems that the committee has recommended 78.2% IDA merger (for fixation benefits) for Executives only?
A: Rakshas and Devtas put their efforts together to get Amruth from the ocean . But once it was got, amrut was served only to Devtas, while Rakshas were watching Mohini Aattam, the bewitching dance of Mohini. Amrut kalas is empty now.
Sukracharya always wanted rakshas to be vigilant against the tactics of Devtas but Rakshas used to approach Sukracharya only at the eleventh hour.
This story is neither relevant to the question asked nor to 78.2% IDA merger nor to the present context.

01.06.2010 : Meeting with GM (SR) BSNL .
GS FNTO met GM (SR) BSNL and requested to further process the case of changes to be made in the code of discipline/recognition rules and awarding of minimum trade union facilities to registered unions. GM (SR) said, a consultation meeting will be organized in due course of time but well before next verification.
Clarifications on NEPP: It may take another one week for orders to be issued, it is learnt.
78.2 % IDA Merger: The committee may hold consultation with the unions shortly.
Queries column - 1-7-2010
Whether BSNL is reaching the condition, where it will not be able to pay its workforce?
BSNL’s plus are “nil borrowing” and value of its huge assets, though the cash reserve is evaporating. As per Secretary DOT view (Balancesheet?), the financial position is not bad if not good. But this should not give room for any complacence. Further, we can demand and get the cooperation of the Govt. if both sides appreciate the concerns of each other. As far FNTO is concerned, we are an undying optimist.
Whether ITS are solely responsible for the present condition of the Company?
Introspection and soul searching both by ITS group and by those who are targeting the ITS are the dire needs of the hour.

30.06.2010 : BDPA conference Gujarat held at Ahmedabad on 29/6/10 in a grand manner. Many distinguished dignitaries participated and addressed the open session of the conference. S/Shri S.C.Mishra (Member - Services) DOT, Thomas John (President FNTO), Islam Ahmed (President NFTE) R. Venkatraman (Leader – Staff side – BSNL), Dr. Dimple Parekh, senior officers of BSNL & DOT were among them.
GS FNTO greeted the conference and suggested to the AGB to broaden their jurisdiction to all India . Senior members of the association were honored and felicitated and that was the highlight of the conference. The conference was presided over by Shri A.N.Patel, stage management by J.B.Kumpavat. Shri. D.D.Mistry GS BDPA had organized the conference in a meticulous way.
