To seek a meeting with Wage Revision Committee/Management to discuss an alternate proposal for expeditious settlement of wage revision. In this connection a letter may also be sent to BSNLEU to involve all the BSNL Unions and expedite finalization of wage revision before November 2009.
To seek revision of current year bonus as Rs.7000/- per head for all.
To continue our efforts to get minimum trader union facilities for all registered trade Unions.
To urge the management to cancel all transfers made in May 2009 and after wards.
To take appropriate actions to revise the code of discipline to suit BSNL situation

Core Committee of BWA will meet at New Delhi at 11.-0 AM on 23.09.2009 at NFTE Office to take stock of the situation and to decide further on wage Revision bonus etc.

Q: What is BSNL Logic?
A: What defies all logic is BSNL logic. Those who are more responsible for the dwindling in performance, revenue, profit etc. are given more bonus comparatively.
Q: Project shikar ?
A: It is pinnacle of services. But has been misunderstood as project shikaar (hunting). That is why some GMs in AP, Gujarat, MP etc. are hunting Gr. C & D employees through out the year by effecting pick and choose transfers.
Q: Project Vijay ?
A: On 01-10-2009, BSNL successfully completes 9 years on “deputation”.
Q: How is it that executives got their promotions and Wage revision settled expeditiously and a better Bonus also?
A: Perhaps because, there is no Representative Union for executives so far?

Q: When NFTE and FNTO were recognized federations, leaders of BSNLEU (they were part of NFTE then) blamed NFTE and FNTO for all the decisions made on staff issues. Now since 2004, BSNLEU is the recognized Union and there is no settlement at all on major issues like promotion policy, wage revision, anomaly, etc. This year, Bonus also considerably reduced.
Even then BSNLEU blaming FNTO and NFTE though they are not recognized Unions

A: BSNLEU feels they can fool all the people all the time with their effective and continuous propaganda even without any settlement on issues. In the present trend of vociferously following dictum of gobbles propaganda, if the workers are not vigilant and continue to be carried away by BSNLEU mal propaganda, things will never improve. Workers should be therefore not only vigilant but also ensure that their co-workers are also saved from believing such propaganda. Then there is a chance that BSNLEU may realize and correct the course.

18.09.2009 : BONUS - An Insult
A meager amount of Rs. 3500 is declared as bonus for BSNL workers. FNTO strongly protests this unhealthy attitude of the management. BSNL board has neither respected the sentiments of the workers nor the Supreme Court verdict that bonus is a deferred wage. Kolkota telephones which is part of BSNL has granted Rs. 6500 as bonus to its contract labour. Now one can imagine the scant respect the BSNL management has for its work force.
BSNLEU claimed as its sole achievement when Rs.10,000 was paid as bonus. Now it is shamelessly accusing others for its monumental failure evading its responsibility as recognized union. FNTO & BWA vouch that we will not spare any effort till we get justice in the matter of bonus.

BSNL Workers Alliance, BTEF and ATM had given a call for demonstration on 18/9 demanding Rs. 7000 as minimum bonus for all. The demonstration has been conducted effectively throughout India.

All executives and non executives including ITS opposed the move for Corporatization and privatization right from the beginning. Three Federations launched several agitations including strikes during that period. But when the Govt. decided to impose the Corporation despite our protest, Federations instead of simply protesting, had decided to oppose as well as to negotiate for job security, financial viability and pension from Consolidated Fund of India without which Corporation would have come as a fait accompli like MTNL without settlement of the core issues. Because of the three Federations’ three day historic strike we could clinch pension, job security etc. With this safe backdrop, cadre associations like SNEA could achieve their sectional demands and afterwards pay revision, promotion policy etc. well ahead of non executives. One can just imagine whether it would have been a cakewalk to settle such issues, in case pension remains unsettled.

Q: BSNLEU has announced Dharna on 17th September, 2009?
A: Yet another opportunity for them to abuse FNTO & NFTE. Workers should not expect that they will give a speech on Bonus, why hey could not achieve it etc. despite being in the power centre like National Council and oher Committees, they could not bargain even the minimum bonus.
15.09.09 ; After the consultation meeting held on 14/9/09 in respect of bonus, BSNL Workers Alliance met separately and decided to organize lunch hour demonstration with Black badge wearing on 18/9/09 urging the demand of Rs. 7000 as bonus for all.
We did not join the delegation of United forum as BSNLEU is for selective unity and treating us as untouchables for other common issues.
After the board meeting today orders may be issued for bonus within a week. Members are requested to organize the demonstration effectively on 18/9.

Wage revision latest (14.09.2009):
National Convention of Central Trade Unions.
The convention of Central Trade Unions held at Delhi on 14-09-2009. INTUC and other Central Trade Unions participated. FNTO was represented by MR Vashist, Financial Secretary CHQ; BD Sharma, Circle Secretary Delhi; AK Mishra, Publication Secretary; Harish Arya, Delhi Organizing Secretary and others. Convention discussed on disinvestment, rising prices, workers social security and protection etc. and adopted resolutions. It was also decided that all Central Trade Unions will work together to protect the interest of the workers.
Joint Meeting on Bonus.
A meeting of all BSNL Unions and Associations was held at Delhi on 14th evening and discussed the Bonus question. It was decided that CMD will be urged to give Bonus not less than what was paid last year. A delegation will also meet the management to press the issue. Even though one of the BSNLEU alliance partner suggested to discuss Wage Revision etc. BSLNEU avoided a joint discussion on Common Problem. BSNL Workers Alliance will decide the methodology on how to proceed on Bonus Issue separately.

THIS IS TOTAL SURRENDER
The wage negotiation of BSNLEU & truncated united form is hopelessly failed and surrendering before the Management has started. However, hiding the real position, they are spreading lies and false propaganda as if the BSNL Management has agreed to their demand of wage revision in every five year. This is being done only to save their face. In fact they surrendered their 5 year wage revision demand, after taking the workers on street for two days. This is betrayal.
In the web site of BSNLEU on the wage negotiations of 9/9/09 says,
“While the Staff Side strongly argued for a 5 year agreement, management maintained that only a ten year agreement was possible. To break the dead-lock, an alternative suggestion was given by the staff side. ……………. After prolonged discussions, it was agreed to place the following suggestion of the staff side for the consideration of the Management.
“THE NEXT WAGE REVISION WILL BE AFTER 5 YEARS, i.e., AFTER 31.12.2011, BASED ON THE DPE AND GOVERNMENT GUIDE LINES.”
On analyzing the above news it is clear on following counts.
1. The management has become more rigid and now they have changed their earlier stand of not mentioning any periodicity i.e. neither 5 year nor 10 year. But now BSNL is insisting for maintaining for 10 year periodicity. Is it the Great achievement of 2 days strike????
2. Further, to break the deadlock the BSNLEU has diluted their so called un- compromising DEMAND of 5 year periodicity in to a suggestion. Even a novice in the trade union never does such blender to reduce his DEMAND into a SUGGETION. That too a pure staff side suggestion without the support of management representatives in the negotiation committee.
3. Even this suggestion/ prayer is conditional that it is “ based on the DPE and government guide line ‘’ from time to time.
4. One should feel pity on these leaders. If the DPE and Government is issuing guide lines for 5 year wage revision then who can stop BSNL from following it. Then why this begging? They feel that by bungling of words they can befool the BSNL workers and save the face at-least for the time being. You can’t. The Surrendering has started …..

Q: Whether FNTO is loyal to its alliance or not?
A: Wherever we are, FNTO follows alliance dharma. If there comes a clash between the interest of the alliance partner and that of the workers, FNTO remains loyal to workers.
Q: Babu Tarapada told “workers are not beggars to accept what is given?”
A: Babu Tarapada also not said to accept less than what is given. But who accepted far less than what HM (C) offered in the matter of promotion policy (totally 5 promotions + 2 executive scales). Is it not because of verification emergency?
As for wage revision is concerned we advocate revision at par with executive because of the following reasons:
a) Top executives and executives have got their pay revision six months before and this has an impact on workers.
b)
Bargaining power of the staff side is diminishing obviously because of the dwindling profit and deteriorating financial position of the company. (Executives were clever enough to settle their wage before the balance sheet is out)
If BSNLEU can get 5 year revision without riders in revision of Govt. pension and dilution in fitment benefit, who is going to oppose?
Q: Alas! Shri.Asoka Babu has also branded FNTO as agent in his latest booklet on wage revision?
A: Shri. Asoka Babu is aware that management does not appoint surplus agents while Original, Loyal and Recognized agents are live and kicking.

10.09.2009: After the committee meeting on 8.9.09 failed to clinch a deal, representative union is understood to have submitted a proposal on 9.9.09 with 30% fitment benefit, subject to review of the financial position of the company after five years with effect from 1.1.2007. This may be due to pressure from the workers all-round. Management is yet to react to the new proposal.
Q: BSNLEU is floating news that 30% fitment benefit with five years periodicity has been settled and agreement is likely to be signed shortly?
